The Birth of Modern Algebraic Notation?

The following is another interesting tidbit I found in <AMC v2 Dec 1898 No 6 p275>:

Chess Notation - ACM v2 Dec 1898 No 6 p275Could this be the birth of modern algebraic notation – via the merging of the British and German notational systems of the time (~1898)?
